Background:
· Currently:
20% of South Carolinians are enrolled in Medicaid. All beneficiaries have managed care. The state's Medicaid program covers up to 200% FPL depending on the specific program. The Department of Health and Human Services oversees the state's Medicaid program.
· Expansion:
Expansion of the state's Medicaid program to 133% FPL would be a 38% increase of current enrollment.
· Process:
Governor Nikki Haley has emphatically stated that South Carolina will not implement the exchange or the expansion, but the state legislature will make the final decision in 2013.
State Activity:
- As of late April, 2013, the state had begun to upgrade its Medicaid system to be able to accomodate more enrollees.
· South Carolina is one of the states that sued for repeal of the ACA.
· Though the state DHHS Secretary has said South Carolina will reject the expansion and instead implement other cost-saving ways to address the needs to the state, some Democratic legislators disagree with this strategy.
· South Carolina DHHS has regularly provided updates on their website regarding health care reform. They have also held public meetings to discuss the implications of the ACA for South Carolina.
