Summary:
Current Status in Establishing Exchange:
State will default to federal exchange.
Decision Process:
Legislative process.
Exchange Funding:
- Alaska is the only state not to apply for the $1 million federal grant for exchange planning. The state will instead use $200,000 of its own funds for background research and analysis.
Benchmark Plan:
- Alaska did not select a benchmark plan and will therefore default to its largest group plan- Blue Cross Blue Shield of Alaka Heritage Select Envoy PPO.
Additional Information:
- Governor Parnell strongly opposed exchange legislation, staing that if Alaska continued developing a state-based exchange, it would be using its own money.
- The Alaska Health and Social Services Department hired a subcontractor to complete background research, conduct a financial analysis of the costs and exchange, and provide an overview of the state options. The final report was given in June of 2012 and the Governor decided to then proceed with a state-exchange given the results.
- A bill to establish an exchange failed to pass during the 2012 state legislative session.
