Massachusetts Medicaid Expansion

Current Status of Medicaid Expansion in State:
State has decided to Expand Medicaid
Decision Process:
The governor and state legislature both approved of the expansion.
Background:
·         Currently:
25% of Massachusetts residents are enrolled in Medicaid. 54% of beneficiaries have managed care. The state's Medicaid program covers up to 300% FPL depending on the specific program. MassHealth is run by the Department of Health and Human Services.
·         Expansion:
Increase in coverage to 133% FPL would be a 3% increase in enrollment. 
·         Process:
Governor Patrick expressed support for the ACA and approved the implementation of an expansion in Massachusetts. The state has already begun its implementation.
State Activity:
·         Massachusetts began its own healthcare reform in 2006 and conducted a progress report after five years which shows increase in coverage and access to coverage for residents. The state is well placed to complete implementation of the ACA's expansion ahead of schedule.
·         The state has received an 1115 to expand coverage for long-term unemployed adults who are not eligible for MassHealth Basic and re at or below 100% FPL.
·         The Department of Health and Human services offers information about the implementation to the public on their MassHealth webpage.
