Exchange Funding:
· The North Carolina Department of Insurance received a federal Exchange Planning grant of $1 million in September 2011. The Department, working in partnership with the North Carolina Department of Health and Human Services, then received a $12.4 million federal Level One Establishment grant on August 12, 2011. Using the grant, North Carolina plans to engage stakeholders, prepare analyses of outstanding policy decisions, and expand the existing eligibility system of the North Carolina Department of Health and Human Services to accommodate the exchange.
· In November 2011, a temporary hold was placed on major activities related to exchange planning and implementation because of uncertainty over the ability of the state agencies to use Level One Establishment grant funding without the legislature’s explicit authorization. The insurance Commissioner soon received clearance from the Joint Legislative Commission on Government Operations to spend the federal grant money.
Benchmark Plan:
- North Carolina will intentionally be defaulting to the largest small-group plan in the state, Blue Cross Blue Shield of North Carolina- Blue Options PPO.
Additional Information:
- The North Carolina Department of Insurance, with other agencies, is leading the development of a consumer assistance program and other key areas of the exchange.
- As a state pursuing a partnership-exchange, North Carolina can choose to assume responsibility for plan management or consumer assistance.
- North Carolina must submit an exchange blueprint consisting of a declaration letter signed by the Governor and an application to the U.S. Department of Health and Human Services (HHS) by February 15, 2013, indicating the state plans to operate a state-federal partnership exchange.
