Summary:
Current Status in Establishing Exchange:
State will default to federally-run exchange.
Decision Process:
Regular legislative process.
Exchange Funding:
- A $1 million federal Exchange Planning grant was given to Oklahoma’s department of Mental Health and Substance Abuse Services.
- The Oklahoma Health Care Authority received a $54.5 million Early Innovator grant to develop model technological infrastructure for health insurance exchange. Governor Fallin announced that Oklahoma planned to return the Early Innovator grant funding, in April 2011.
Benchmark Plan:
- Since the state has not determined a benchmark EHB plan Oklahoma will default to the largest small-group plan in the state, Blue Cross Blue Shield of Oklahoma- BlueOptions PPO.
Additional Information:
- The Joint Committee on Federal Health Care Law analyzed the possibility of implementing a state-based exchange or partnership before the state opted not to pursue either option.
- Governor Fallin signed into law a ban on any plan offered through the exchange covering abortion except in the cases of rape, incest, or to safe the life of the mother.
