Physician Quality Reporting System


What is it?

The Physician Quality Reporting Initiative (PQRI) was originally established under the 2006 Tax Relief and Health Care Act, in part to provide an incentive payment for eligible professionals who satisfactorily report data on quality measures for professional services provided to Medicare beneficiaries. It was adapted and expanded under the Patient Protection and Affordable Care Act (ACA), renamed the “Physician Quality Reporting System” by the Centers for Medicare and Medicaid Services (CMS) and went into effect in its new form in January 2011. The program was overhauled to include changes in the incentive payments, the establishment of a Physician Compare Website, provisions to ensure timely feedback to physicians and the establishment of an informal appeals process.

Eligible physicians have three choices to report PQRS data: with their Medicare Part B claims, through a Qualified Physician Reporting registry, or through a certified EHR solution. Physicians who report PQRS data through claims can use tools developed by the Physician Consortium for Performance Improvement (PCPI) for either individual measures or group measures

What does this mean for my practice?

Physicians who successfully participate in the program can earn incentives from 2011 through 2014.
Participation in the Physician Quality Reporting System will continue to be on a voluntary basis through 2014 for all Medicare providers. Beginning in 2015 Medicare providers who do not submit quality data will receive a -1.5 percent payment reduction and -2 percent thereafter.

Maintenance of Certification Program:


CMS added an additional option to the program with an enhanced incentive for successful completion of a Maintenance of Certification (MoC) program for program years 2011 through 2013.

Beginning in 2011, physicians have the opportunity to earn the Physician Quality Reporting System incentive and an additional incentive of 0.5% by working with a Maintenance of Certification entity and by completing the following:

  • Satisfactorily submitting data, without regard to method, on quality measures under Physician Quality Reporting, for a 12-month reporting period either as an individual physician or as a member of a selected group practice; and
  • More frequently than is required to qualify for or maintain board certification:
    • Participate in a Maintenance of Certification Program; and
    • Successfully complete a qualified Maintenance of Certification Program practice assessment

 Physician Quality Reporting System & Electronic Prescribing National Provider Call 

 

Tuesday, June 19; 1:30-3pm ET AND Wednesday, July 11; 1-30-3pm ET

The Centers for Medicare & Medicaid Services (CMS) will host a national provider call on the Physician Quality Reporting System & Electronic Prescribing Incentive Program. Subject matter experts will provide an overview of “The 2010 Physician Quality Reporting System and Electronic Prescribing (eRx) Incentive Program Reporting Experience Including Trends (2007-2011).” A question and answer session will follow the presentation.

The following call in July, also hosted by CMS, will provide an overview of the FY2014 Hospital Value-Based Purchasing (VBP) Program and review the differences between the FY2013 and FY2014 Programs, primarily the addition of the Outcome domain in the FY2014 Program. A question and answer session on the FY2014 Program will be featured.
