Background:
· Currently:
24% of Tennessee residents are enrolled in Medicaid. All beneficiaries have managed care. Currently, the state's Medicaid program covers up to 250% FPL depending on the specific program. TennCare, the state's Medicaid program, is run by the Department of Human Services.
· Expansion:
Expansion of Medicaid to 133% FPL would be a 21% increase over current enrollment.
· Process:
Though Governor Bill Haslam has not released a decision of Medicaid expansion, Republican state legislators have promised to introduce legislation which would block the expansion.
State Activity:
· In a letter to Secretary Sebelius Governor Haslam reiterated his opposition to the ACA and declined to select an EHB benchmark for the exchange. The state legislature is also strongly opposed to the Medicaid expansion, yet no final decision has been made.
· Though no provisions were made in the current budget proposal, the Governor has not fully shut to door on a future expansion of Medicaid. He has said that it is necessary to first study of the effects of the Expansion on Tennessee.
