Decision Process:
Governor Perry rejected the expansion for Texas.
Background:
· Currently
18% of Texans are enrolled in Medicaid. 71% of beneficiaries have managed care. The state’s Medicaid program covers up to 200% FPL depending on the specific program. The Health and Human Services Commission oversees the state’s Medicaid program.
· Expansion
Expansion of Medicaid to 133% FPL would be a 46% increase over current enrollment.
· Process
Perry made his opposition clear immediately after the ACA was passed and stated after the Supreme Court decision and again after the November election that his position had not changed.
State Activity:
- Medicaid negotiations between the Texas Health and Human Services Commission and the federal government were at a standstill as of the end of April.
- Texas is one of the states that sued for repeal of the ACA.
- Hundreds of protestors have come to the state capital to urge the governor to join other Republican governors in approving the expansion, which they believe is vital to the wellbeing of poor Texans.
- Governor Rick Perry has been very vocal in his opposition to the ACA and has rejected both the state insurance exchange and Medicaid expansion, as stated in his letter the DHHS.
