Academy’s Work to Block New York Carveout Continues as Implementation Date Looms
The Academy joined coalition partners in again pressing New York Gov. Kathy Hochul (D) to repeal the policy that would transition the pharmacy benefit from Medicaid managed care to a fee-for-service model, eliminating covered entities’ access to the savings realized from the 340B program. Readers will recall that we sent a similar letter as part of National Black HIV/AIDS Awareness Day earlier this year. Thus far, the governor has indicated a willingness to hear concerns, but has yet to signal any movement toward repealing the policy; in fact, the state health department began hosting a series of “all-stakeholders” webinars on the Medicaid Pharmacy Benefit Transition. Without intervention, the policy will go into effect on April 1, 2023 – causing immense harm to numerous safety net providers, and ultimately to patients’ ability to access HIV health care.
